The Davenport Civil Service Commission approved qualifications for a new grant-accountant position in the finance department, moving a previously ARPA-funded temporary role to an ongoing, civil-service-covered post.
Speaker 4 described the position’s minimum requirements: a bachelor’s degree in accounting, business administration or a closely related field; two years of journal ledger experience and one year of grant-management experience (or an equivalent combination); and a valid driver’s license. "This is somewhat of a modification of a current position that was ARPA funded," Speaker 4 said, adding that the finance department requested the role continue under regular revenues. Speaker 5 clarified that temporarily funded positions are not subject to civil service rules, but ongoing funding makes this position subject to civil service requirements.
Commission members raised clarifying questions about duties and oversight. Speaker 8 said the grant accountant "can assist the departments in that process, but they are not in charge of that process," while Speaker 5 described the role as managing funds and compliance and named Brandy as the accounting manager who would oversee the position. Speaker 3 moved to approve the job description and Speaker 1 recorded the vote; the commission approved the position.
The approval was for the job description and qualifications only; hiring and selection will follow civil service procedures.
