Bay County juvenile home staff warn of rising placement challenges; board approves budget adjustment

County juvenile home staff described growing placement challenges at the Feb. 10 meeting as commissioners approved a scheduling-system contract and a budget adjustment intended to cover youth placement and housing costs.

Julie (identified in the transcript as juvenile home staff) told commissioners that the facility has seen more aggressive and higher-acuity behavioral health cases and that staff are working on de-escalation training. She said the facility’s current census is eight youth and that, as discussed in staff materials, reimbursement arrangements referenced a 75%/25% reimbursement ratio for placement costs in some contexts. Julie and staff said most juveniles currently housed at the facility are from Bay County.

Commissioners asked whether the county would need to replace reserve funds used to cover placement costs; juvenile-home staff and finance told the board the reserve balances were healthy at the time of the meeting. Commissioners also discussed transitional-housing options for youth aging out of foster care; staff said some local programs (for example, Levity Lofts) provide living-skill supports but may not match the needs of aggressive youth.

The board approved a contract to implement Time Clock Plus and Aladtec scheduling systems for the juvenile home and approved a budget adjustment for youth placement and housing.
