Council adopts timed Q&A rule and opens second night of 2026 budget hearings

The Bloomington City Council convened at 5:31 p.m. on Aug. 20, 2025, for the second night of hearings on the proposed 2026 city budget and approved a temporary amendment to how debate will be structured for the remainder of the hearings.
Council member Piedmont Smith moved two additions to the hearing rules allowing council members, during their three-minute comment periods following public comment, to redirect public‑comment questions to staff and limiting each three‑minute period to a single turn. The motion was seconded and passed by voice vote.
Presiding officers then introduced the evening’s agenda: priority-area introductions for affordable housing and homelessness, economic development, and public safety, followed by presentations from Housing & Neighborhood Development (HAND), the Monroe County Capital Improvement Board (CIB), Economic and Sustainable Development (ESD), the fire department and the police department. The presiding officer reminded the public that budget documents are available at bloomington.in.gov and the council page.
Presentations on the budget emphasized program clustering and how the administration is using priority‑based budgeting to align staff and funding to outcomes. Several council members raised follow‑up questions that the administration and the controller said they would address in corrected budget sheets or written answers posted to the council packet.
The council recessed after presentations and public comment and scheduled the next hearing for Monday, Aug. 25, 2025, at 5:30 p.m.
