CBA committee reviews proposal to change CPA mobility rules and tighten licensure-unit requirements

The Peer Review Oversight Committee on Feb. 14 received an overview of a California Board of Accountancy proposal to modernize CPA mobility and licensure requirements, including a potential repeal of the board's recognition of "substantial equivalency" with other states.
Michelle Center, presenting the report of the Jan. 2025 CBA meeting, said the proposal would stop automatically recognizing other states as substantially equivalent and instead rely on an assessment of states' consumer protection protocols. The proposal has an author in the Assembly, identified in the meeting as "Assemblymember Erwin," and the CBA expects to develop implementing regulatory language if the bill is enacted.
Center said the board discussed specific minimum unit recommendations for an accountancy concentration: 24 units in accounting subjects, 24 units in business, and 3 units in ethics. She added staff will continue policy discussions and aims to initiate a rulemaking package no later than November 2025 so regulations would align with any bill signed by the governor.
Committee members did not raise substantive objections during the overview and no formal action was taken on the legislative proposal at this meeting; staff said policy work would continue at future CBA meetings.
The committee also noted the CBA's ongoing business modernization project, including a new online exam application and enforcement case management system.
