City to accept roughly $3.2 million state grant for Carpenter Creek fish‑passage project

Mount Vernon — The City Council authorized the mayor to execute a grant agreement with the Washington State Recreation and Conservation Office for construction funding for the Carpenter Creek / Hickox Road Fish Passage Improvement Project.
Frank Reinhardt, the city’s capital projects manager, told council the state award for construction is about $3,200,000 and the city’s required match is approximately $563,000–$564,000 for a grant agreement total of roughly $3,760,000. Staff said the project is at 90% design and that construction is expected to take place in the Habitat Fish Window (July–September) with an anticipated 2027 construction period. Council moved to authorize the mayor to execute the agreement and approved the motion by voice vote.
Reinhardt said staff will continue outreach to adjacent property users (the quarry and archery range) to minimize impacts during construction and that additional construction management and monitoring costs will apply.
