Central York board hears plan to expand CTE programs, wins NOCTE test-site approval

Mister Kaufman updated the Central York School District Board on plans to expand the district’s Career and Technical Education offerings, saying administrators plan to add Diversified Occupations and an institutional food‑workers (culinary) program for the 2026–27 school year.
"We finally got approved to be a NOCTE test site," Mister Kaufman told the board, noting NOCTE includes written and hands‑on components for CTE completer assessments and that becoming a test site lets the district order test materials and administer both parts locally. He said program curriculum, occupational advisory committees (OACs) and student‑run organizations (SkillsUSA and FCCLA tracks) are required steps before submitting the programs to the Pennsylvania Department of Education (PDE) for approval.
Kaufman described current enrollment realities — completer status limits, a modest accounting cohort and 16 juniors in the general‑education CTE program — and said the district is preparing curriculum and spring OAC meetings so PDE can review materials in May and finalize approvals over the summer. He also said the district plans media outreach, including student videos and updated web pages, to explain the opportunities and credits available to families.
The presentation included progress on articulation agreements that give students college credit. Kaufman said the district has a 7‑credit agreement with HACC and reached a 15‑credit agreement with Shippensburg that will allow credit beyond strictly accounting majors; talks with York College and Millersville are ongoing.
Board members asked clarifying questions about countywide CTE activity and enrollment; Kaufman said many neighboring districts are beginning or expanding single programs while Central York aims to have four programs by next year. No action was required at the meeting; Kaufman said the next steps are OAC documentation and formal PDE submission.
The district’s timeline calls for curriculum work and advisory committee sign‑offs in spring, PDE submission in May and implementation over the following academic year if PDE approves the programs.
