County moves forward on 1914 courthouse asbestos survey and demolition budget alignment

Nueces County Commissioners approved work authorization No. 3 with Hanson Professional Services for Phase 1 planning, an asbestos survey and abatement at the 1914 courthouse and agreed to align 2016 certificate of obligation (CO) funds to cover demolition-related expenses.
Commissioner Pusley said the county would need to revisit earlier remediation documents that staff could not locate, prompting a repeat of some asbestos work. "We've had everybody but Sherlock Holmes looking for that document, and we can't find it," a commissioner said, explaining why the county must re-do surveys and abatement planning.
The County Judge stated the county will use 2016 CO funding to begin the work now rather than delay while other funding sources are pursued. "I am gonna use the county judge CO funding that the 2016 COs for this," the judge said, noting the urgency to start abatement and to avoid larger future costs.
Later in the meeting the court authorized Project Budget Amendment No. 5 to align funds specifically for demolition of the 1914 courthouse, drawing on the 2016 COs discussed earlier. The motions passed and were recorded as approved.
County staff said the asbestos work is a necessary precursor to demolition and will be coordinated with the Texas Historical Commission regarding salvage, public requests for materials and demolition specifications. Commissioners flagged public interest in salvaged materials such as bricks and asked staff to consult the Texas Historical Commission on allowable reuse.
