Commission approves modifications to Project H2O stipulations, removing hydrogen-only requirement

The Buckeye Planning and Zoning Commission voted to approve modified stipulations for Project H2O, Case PLZM-25-0107, after a presentation by the applicant explaining changes to previously adopted Ordinance 18-23.
Joseph (applicant) told the commission the site—about 157 acres in the southern part of the city's jurisdiction west of Patterson Road and 283rd Avenue—was originally rezoned in 2023 with conditions tying the zoning to hydrogen production. "Market conditions have changed and that is no longer a viable, kind of option for the use of the property," the applicant said, explaining the request would remove stipulation A and modify stipulations B and D so the site could host a broader set of heavy industrial uses consistent with the employment land-use designation.
The applicant said the primary objective for the property is a data center campus, though no formal site plan applications for data centers have been submitted; an active site-plan application for an EPS electrical substation was noted as supporting future campus development. The applicant advised that if data centers proceed they would require a conditional use permit to come before the commission and subsequent administrative site-plan approval.
Staff recommended the commission conduct a public hearing and recommend approval of the modified stipulations. No members of the public spoke at the hearing. A motion to approve PLZM-25-0107 subject to modified stipulations A–L was moved and seconded and passed by voice vote.
Next steps: the modifications will go to mayor and city council for formal adoption; if the applicant pursues data centers a conditional use permit would be required before those specific uses could proceed.
