Wilson County committee approves grants, transfers and surplus sales; green-lights record digitization proposal

Wilson County’s budget/finance committee approved a package of routine and one-time budget actions including grant acceptances, a short-term fund transfer for capital purchases, and motions to list surplus property for sale.
Staff explained that property tax bills have been mailed and revenue will begin arriving in October; the committee then addressed several agenda items. On capital purchases, staff said the county had paid most of a recently purchased fire truck but that a final 10% payment remained after year-end closeouts. To prevent accidental closure of the purchase order, staff recommended transferring the held balance from the general fund to the capital projects fund; the motion carried.
On elections funding, staff presented a Help America Vote Act award totaling $20,003.99 (as itemized in the packet for communications, rentals, contract services and postage). The committee approved acceptance of the grant.
Staff also presented a large health-department grant amendment that increased the medical-personnel line by $17,200; staff said the state will reimburse the change and the amendment was approved. A nonprofit services request from Cheebel Services seeking $14,000 from fund balance to support the SOAR program’s travel and training was approved after staff noted a supporting letter. The sheriff’s office-associated Rhodes request for $165,000 from fund balance to update the radio system from analog to digital (replacement and installation of radios) was presented and the committee moved forward with approval.
Tourism ARPA funds were discussed; staff said $403,020.15 would be added to advertising spending with no local match required. The committee approved the grant package pending any final commission considerations.
Records and archives: staff described a proposed contract to scan and create a PDF-searchable database of county minute books going back to the 1960s. Staff cited difficulties locating older resolutions in the archives and presented a quote in the neighborhood of $11,400 to scan and index minute books so they are searchable; staff discussed options for making the database accessible (for example, an on-site terminal in the archives rather than posting the entire database online) to respect microfilm retention requirements.
Other business included routine surplus property lists for sale or destruction (to be handled via GovDeals) and reconciliation of roster/budget mismatches that returned roughly $50,000 to fund balance. Motions on these items were moved, seconded and approved as recorded.
Next steps: staff will finalize the specific budget amendments and follow up with the full commission where required.
