Board delays action on Community Development Department finances; staff to return with options
Summary
Community Development asked for more time to finalize options addressing a department deficit. Supervisors directed staff to present alternatives (service or staff reductions, fee scenarios) and tentatively scheduled the item for March 3 or an earlier special meeting.

Community Development Director Mireya Turner asked the board to continue a detailed presentation on the department’s historical revenue and expense analysis because additional analysis and attendance by key administrative staff are needed. Turner said staff are preparing multiple options that may include reductions in services, staff changes and fee adjustments.
Supervisors expressed frustration at repeated delays but emphasized the need for clear, actionable options before authorizing changes. Several supervisors said they wanted to avoid simply "kicking the can down the road" and asked for scenarios showing consequences of fee increases versus staff or service reductions. Staff proposed March 3 as the likely return date; the chair said staff would explore a special meeting earlier if feasible.
Why it matters: CDD is operating in the red and has used reserves; supervisors want to understand how the department’s shortfall will affect service levels, construction permitting and general-fund exposure. Board members asked staff to provide a menu of options with fiscal impacts, transparency about reserves used and timeline for implementation.
Next steps: staff will continue analysis, consult HR on any staffing changes, prepare multiple budget scenarios (including one with no fee increases), and return with clear options and projected effects. The board took no final vote on Feb. 10 and indicated a preference to receive complete information before making decisions.
