Killeen opens comment period to shift $288,155 of HOME-ARP funds to tenant-based rental assistance

KILLEEN — City staff on Aug. 27 asked the Killeen City Council to open a public comment period on a proposed substantial amendment to the city’s HOME-ARP allocation plan that would move $288,155.15 from supportive services into tenant-based rental assistance (TBRA).
Staff gave background on the HOME-ARP program and said the city’s HOME-ARP allocation was adjusted slightly after HUD notified the city of an administrative error in the original award. Staff described past council action that allocated HOME-ARP funds and said the Community Development Advisory Committee (CDAC) voted to recommend the proposed reallocation.
The public comment period runs Sept. 22 through Nov. 4, 2025, with a public hearing scheduled for Nov. 4; staff said if the council approves the amendment it will be submitted to HUD no later than Nov. 30, 2025.
Melissa Brown used her public comment time to criticize what she called last-minute reallocations and to question whether concentrating additional dollars into TBRA would serve the widest population. Brown referenced recent TBRA awards the council approved earlier in August and urged consideration of other HOME-ARP-eligible uses, such as home repairs or renovations, that might reach more households. “If we’re saying that we’re just gonna put it into TBRA because it’s already approved ... then maybe you shouldn’t have meetings every other week,” Brown said.
Staff responded that the reallocation would increase TBRA funding (bringing TBRA to about $400,000 in staff’s presentation) while reducing supportive-services funding to approximately $413,000. Staff reiterated that the meeting before council was to open the comment period; no final action on the amendment occurred at the session.
The draft amendment will be available at city facilities and online. Members of the public may comment in person at the Nov. 4 hearing, in writing, or by email to cdgrantsmanagement@cleantexas.gov.
The council did not vote on the amendment at the meeting; it only opened the public comment period and received public comment.
