Chris Green, President of the Georgia Student Finance Commission, presented the agency's FY27 changes to the appropriations subcommittee and described a set of recommended increases tied to financial-aid programs.
Green said the governor recommended a $1 million increase for college completion grants (House Bill 38 enactment), a $27 million recommended increase for dual enrollment, and an initial $2.5 million for a foster-care scholarship following recent legislation (cited as Senate Bill 85). He also noted a $3.1 million increase to meet private-institution HOPE need and a $54 million increase to meet projected HOPE need at public institutions for FY27.
On Tuition Equalization Grants (TEG), Green said GSFC's data are limited to invoice data and that mapping TEG awards to fields of study would require coordination with private colleges; he agreed to provide dual enrollment and TEG utilization information to the committee upon request.
Members asked for program-level breakdowns to ensure funds are directed efficiently; Green agreed to supply that information.
Green also noted that the Nonpublic Postsecondary Education Commission is administratively attached to GSFC and said its executive director was present should committee members have questions.
