Banning Unified board approves scenario 4 for elementary attendance boundaries

The Banning Unified School District board unanimously approved a recommended elementary attendance boundary map ("scenario 4") at its Feb. 11 meeting after a presentation by district planning staff.
Mr. Herrera summarized the demographic study, enrollment projections, facility capacities and transportation efficiencies that shaped the recommendation. He said scenario 4 increases capacity at Central and Harmony elementary schools and shifts some enrollment toward Hofer Elementary, which the presentation showed at about 66% capacity. The consultant and staff emphasized that enrollment shifts will not occur overnight because of grandfathering provisions, sibling protections and other transition processes.
Herrera said the district collected about 62 survey responses and held a public engagement meeting in December; the scenario recommendation was developed from that feedback plus leadership-team analysis. He said the district will post a school‑locator tool on its website so families can check a home address against new boundaries and noted that impacts primarily affect new enrollees and a specific transition‑kindergarten cohort currently at a centralized location.
Trustee Martinez Lara moved to approve the recommendation and Clerk Troutman seconded; the motion passed 3‑0.
Superintendent Davis and staff said they will continue outreach and will present related transportation changes in the annual transportation plan on March 11. The district did not announce specific enrollment reassignment dates for existing students beyond the general guidance tied to the next enrollment period.
