Council hears $4.38M redevelopment appropriation, annexation and UDO water-service amendment

Janelle Fairman said Ordinance 2604 requests re-appropriation of $4,380,000 remaining in the capital projects fund at the end of 2025 to support redevelopment work planned in 2026. Fairman said she will present two related grant resolutions at the Feb. 23 meeting; projects mentioned include land purchase and amenity improvements at Woodwind Golf Course and initial development steps for the southern area of the Grand Park District.
Ryan Collingwood presented Ordinance 2605, a 100% voluntary annexation encompassing about 4.7 acres south of East 191st Street. Collingwood said staff received no public comments during the notice period; the council opened and immediately closed the public hearing with no in-person testimony. Adoption and the fiscal plan resolution were scheduled for the council's second February meeting.
Collingwood also presented Ordinance 2607 for first reading, a UDO amendment that clarifies the process to obtain water service for minor subdivisions in agricultural districts where public water is not presently available. He said the amendment is intended to put in writing existing practice and to align Community Development and Fire Department roles; a public hearing is scheduled for the APC in March.
Council discussion was limited; members thanked staff for separating grants and for proactive clarification of code language. No final votes were taken on the appropriation, annexation adoption or the UDO water amendment at this meeting.
