Senator Gobbleton, representing a rural district, said the federal program already includes reporting and accountability and argued the bill's additional layers could "delay critical investments in rural health infrastructures, workforce, and services." Senator Epstein suggested the concept of transparency had merit but recommended reducing the number of required meetings and removing JLBC veto authority to avoid impractical delays.
After floor discussion that included explanations of vote from multiple senators, the Senate recorded a final tally of 17 ayes and 13 nays on third reading and passed SB 13-16. The bill would add a new section to Title 36 of the Arizona Revised Statutes related to the Arizona Health Care Cost Containment System and the handling of the federal rural health transformation award. The secretary was instructed to transmit the legislation to the House for further consideration.
