Committee expands time to contest ROC claims from 10 to 20 days

The House Commerce Committee advanced a narrow technical change to the Residential Contractors' Recovery Fund process, voting to return a bill that extends the contractor's time to contest a claimed recovery‑fund payment from 10 to 20 days.
Spencer Camps of the Home Builders Association of Central Arizona told the committee the change simply provides more time to dispute a claim amount and that the group had not seen opposition. "It's moving from 10 to 20 days in the section of the ROC that deals with circumstances when your license has been suspended or revoked," Camps said.
Members asked whether the bill moves to business days or calendar days; the sponsor said the statute currently uses calendar days and the proposal retains calendar days, but staff would be open to considering business‑day language.
A motion to return the bill with a do‑pass recommendation passed on roll call; the committee recorded the bill as recommended to the next stage.
