Sponsor representatives told the committee the new draft is technical and the product of stakeholder negotiations. "The amendment in the chairman's name to House Bill 21‑74 redefines advisory organization as a modeling and data organization and allows the organization to file with models to be used by insurers for making rates," a committee speaker said during opening remarks.
Supporters characterized the rewrite as clarifying and technical rather than substantive. The bill sponsor, Representative David Livingston, introduced the amendment and said stakeholders and the agency had engaged in extensive negotiations to reach the current language.
After brief discussion and no substantive opposition in testimony, a committee member moved to adopt the strike‑everything amendment and to return the bill with a do‑pass recommendation. The amendment was adopted and the committee voted to report the bill out by roll call; the clerk announced the committee recorded 10 ayes and reported the bill as recommended.
The committee did not take additional amendments or ask for further hearings; the bill will move to the next House committee of reference under the normal legislative process.
