Parents press District 65 to relax outdoor-recess rules and fix walk routes after redistricting

Four members of the public spoke during public comment. One parent asked the board to ‘‘work with district administration to change the district's outdoor recess policy, which I believe is excessively conservative,’’ saying the current practice keeps students indoors when the real-feel temperature is below 20°F and comparing the district to neighboring districts that allow outdoor play at lower thresholds. The commenter argued indoor recess harms young and neurodivergent students’ regulation and urged alignment with nearby districts.

Another speaker (a Park neighborhood parent) described walk-route safety for students reassigned to Foster School, saying Emerson between Lyons and Green Bay is unsuitable for elementary pedestrian travel and that the 2023 KLOA traffic study did not include Emerson counts. The parent requested Emerson traffic be included in future studies, broader MOU mitigation (LED crosswalks at Ashland/Wesley), extended permissive transfers while walking routes are resolved, and consideration of temporary busing where hazards remain.

Administration told the board they had received public materials and would revisit the outdoor-recess guidance at the end of the school year, citing competing operational priorities (school closings, Foster opening) that constrained immediate policy revision. On walk-route issues, staff said transportation and city partners will revisit KLOA findings and add any missing volumes and recommended mitigations to the crosswalk plan for Foster.
