City fire and police staff briefed the commission on training initiatives, a recent multi-agency mass-casualty drill, and migration of department policies into the Lexipol system.
The fire chief reported roughly 352 responses for the month and described a full-scale mass-casualty drill held on the 15th. "The fifteenth was the big day for it. I think it was good," the chief said, while noting the exercise revealed coordination gaps between hospital EOC operations and incident command that the departments plan to address in after-action review. Commissioners asked staff to prepare an after-action report and invited hospital representatives to present post-drill findings.
Staff also described a new state requirement that live-fire evolutions include a certified live-fire instructor on site; city personnel attended an eight-hour, hands-on session and said the endorsement supplements existing Fire I/II instructors.
On policy, staff outlined moving multiple procedures and policies (identified by numbers in the packet) into Lexipol and said implementation will include employee training to align procedures with daily operations. Commissioners also raised the need for improved press-conference planning and public-information procedures for large incidents after staff circulated materials on demonstrations and protest tactics.
Next steps: staff will prepare an after-action report for the mass-casualty drill, seek grant opportunities (including a FEMA Assistance to Firefighters grant) for station and staffing studies, continue Lexipol implementation and outline training plans to put new policies into practice.
