Rome Common Council approves resolutions on funding, intermunicipal services and contracts; one resolution amended
Summary
At its Feb. 11 meeting the Rome Common Council amended and approved Resolution 30, and voted to approve Resolutions 31–36 covering police authority delegation, conference attendance, streets bond amendment, a contract with Gargangelo & Co., and intermunicipal mowing and ditching agreements with Oneida County.
The Rome Common Council unanimously (or by voice vote as recorded) approved a series of routine but administratively significant measures at its Feb. 11 meeting, carrying Resolutions 30 through 36. The actions included an amendment to a revenue-fund resolution, delegation of authority under a state statute to the city police chief, travel approval for codes office staff, a bond-account amendment for street work, a procurement agreement, and two intermunicipal public-works agreements with Oneida County.
Resolution 30 (authorizing an amendment to the OC Narcotics Control Service Special Revenue Fund) was moved by Councilor Fazio and seconded by Councilor Dursley. An amendment was proposed during debate to delete the characters "HHB" where they were included in error; the amendment was seconded by Councilor Sprues and carried, and the resolution as amended was carried by the council.
Resolution 31 delegated authority under General Municipal Law section 77-b to the chief of the city police department; the resolution was moved, seconded and carried. (General Municipal Law §77-b was referenced in the meeting as the legal authority for the delegation.)
Resolution 32 authorized six codes-office employees to attend the NYS BOC Central Chapter conference at a cost of $2,400 plus tolls and mileage; the motion was moved by Councilor Martis and seconded by Councilor Smith and carried.
Resolution 33 authorized an amendment to the 2024 streets bond account; Resolution 34 authorized the mayor to enter an agreement with Gargangelo & Co., LLC; and Resolutions 35 and 36 authorized intermunicipal agreements with Oneida County for roadside mowing and ditching services, respectively. Each measure was moved, seconded and carried by voice vote as recorded.
Personnel note: Public Safety Commissioner Nari told the council that Chief James was absent while recovering from a medical procedure, and announced Chief Grouch's retirement after more than 36 years of service to the city.
Next steps: The items carried as motions will be implemented per department procedures; the administration will publish contracts and intermunicipal agreements according to city practice.
