Kosciusko County Council approves appointments, multiple grants and creates separate probation fund

Kosciusko County Council moved through a full agenda on Feb. 12, approving routine minutes and appointments, authorizing several grant applications and appropriations, and establishing a new, separate probation budget to improve financial tracking.
The council introduced Will Stockdale as the newest council member after a caucus election in early February. The board approved minutes from its Jan. 8 meeting; Stockdale abstained because he was not on the council at that time.
Several departmental requests drew unanimous or voice approval. A county law-enforcement representative, Chris, asked permission to apply for the Indiana Department of Natural Resources marine patrol grant for $15,000 to supplement lake-patrol officer pay: “We're expecting it,” Chris said of the award. The council approved applying for the grant (motion by Rachel; second by Kimberly).
The council approved two insurance-reimbursement appropriations for county vehicles: $1,156.65 for a 2021 Ford Explorer involved in a sideswipe collision and $5,469.71 for a 2020 Ford Explorer damaged in a deer strike. It likewise approved two highway-reimbursement requests presented by Steve Moriarty totaling $2,739.55 and $23,979.59 that will return to local road-and-street maintenance accounts.
The board also approved a $4,000 appropriation for the CHIRP traffic enforcement program, a recurring state award to fund extra summer patrols for seat-belt and speeding enforcement.
Finance staff presented ARPA-related housekeeping: Marsha requested an additional $61,062 in ARPA funds for administrative expenses to move dollars from 2025 into 2026 so outstanding bills may be paid; the council approved the request. Marsha also requested a transfer of $11,000 from building-and-equipment repairs to winter ice-melt, citing heavy winter usage and supply shortages; the transfer was approved.
On personnel matters, Becky presented wording corrections to the salary ordinance (for example, listing a public-defender attorney as salaried rather than hourly). The council adopted the wording corrections.
The council took a structural budget step for the courts: at the judges' request the board authorized creating a separate probation budget (Fund 1000, Location 42) so probation revenues and expenses are tracked separately rather than as a subpart of the courts' budget. Judge representatives said the change will help clarify what supplemental probation-user fees may be spent on; the council approved the fund and will revisit transfers in March.
Community Corrections and the drug court also received approval to continue applying for annual grants: $350,755 for community corrections and $90,000 for the drug court program. James Henry emphasized these grant awards do not use county tax dollars.
The meeting closed after routine committee and staff reports and a presentation from community organizers about an upcoming FreedomFest event.
