The Calaveras County Board of Supervisors on Feb. 10 adopted a revised county telecommuting policy that tightens definitions and adds guidance for out‑of‑state telework while leaving implementation details to individual departments.
Nick Marvin, the county’s human resources manager, said the policy updates refine terminology (telecommute vs. telework vs. remote work), incorporate out‑of‑state telework procedures and add clarification about documentation. Marvin said employees who telework must provide photographs of their workspace and be reachable during work hours; departments are responsible for verifying work performance and compliance.
Board members asked several operational questions: Supervisor Tropey asked whether the policy prohibits charging back utility costs (the policy notes no utility charge‑backs), and whether office space could be billed; Marvin and HR Director Judy Hawkins said the county will not bill employees for home office space and that departments must set monitoring procedures to ensure goals are met. Hawkins said department managers are responsible for ensuring work goals are achieved and for establishing department‑specific monitoring.
The board moved and seconded the policy adoption and approved it by voice vote. The policy is effective Feb. 10, 2026. The board directed HR to continue assisting departments with implementation and to use existing departmental procedures for tracking employee activity when feasible.
