Van Zandt commissioners approve procurement steps, courthouse window RFP and discuss county phone policy

In addition to public hearings, the Van Zandt County Commissioners Court moved forward on routine procurement and administrative matters on Feb. 11.
Road and bridge staff presented a packet of undelivered and delivered material bids for the remainder of the contract period; due to limited responses, Woodland/Woodrum Construction was the sole bidder on multiple line items and the court approved awards for the remainder of the contract period. The court also authorized solicitation for the annual road-and-bridge material bid package for May 1, 2026–April 30, 2027, and discussed seeking two bidders for key items to avoid supply gaps.
The court approved issuance of RFP 26-01 for repair and replacement of fifth-floor courthouse windows to stop water intrusion and rust deterioration. Staff said most of the immediate work would be limited to the fifth floor and could reduce costs if it precedes a larger courthouse restoration.
On administrative contracts, the court approved renewal of the county's timekeeping software (WorkEase/TimeFox) for another year at the same price noted in the packet and authorized pursuing additional financial‑software integration to improve processing efficiency.
In a lengthy workshop on county-issued mobile devices, staff and the sheriff's office discussed iPhone vs Android choices, mobile device management (MDM) software costs and implementation, and whether the sheriff's office could manage FirstNet/MDM duties for law-enforcement devices. The sheriff volunteered to take on MDM administration for sheriff-issued phones to reduce IT workload and suggested a phased pilot limited to elected officials or supervisory deputies. Commissioners directed staff to gather cost estimates, clarify billing splits (FirstNet versus county lines) and return with implementation recommendations.
These items passed on motions and voice votes recorded in the meeting packet. Staff were asked to follow up with detailed cost and procurement documents for the next meeting.
