Senator Louis Young described the paragraph as aligned with long-standing smart-growth principles—favoring development where infrastructure exists—and said the phrasing reflected regional transit-oriented development goals. Delegate Boucher and others said the language could help keep development focused where municipal water and sewer exist. After discussion the delegation agreed to ask the county executive's office to reword the paragraph to address members' concerns and to table final action; the chair said staff will email suggested language and bring a revised paragraph back for approval.
Delegate Miller asked for maps and school-impact analysis before committing to language, and several members agreed that including a clause requiring concurrent infrastructure improvements would address the concern. The delegation approved a motion to send feedback to the county and table the paragraph by voice vote.
