The Frederick County delegation adopted a joint amendment to bills affecting Frederick Community College that requires the board to preserve written minutes in perpetuity and retain video recordings for at least five years. Senator Louis Young and a sponsor said the change responded to board requests and recent procedural changes intended to increase transparency.
Senator Louis Young (who spoke to parts of the amendment) and the sponsoring delegate explained that the board president, Ted Luck, had asked that these transparency measures be recognized in statute; the chair noted the board had recently voted to open meetings to public comment. The amendment was moved and seconded and adopted by voice vote.
The amendment also said that if the board uses video to prepare minutes, those recordings must be retained to ensure a permanent record is available. Delegation members described a desire to preserve minutes so the provenance of past decisions can be found and referenced for future governing decisions.
The chair thanked members for collaborative work on the change and confirmed both the senate and house versions will conform to the amendment.
