Board hears Well 5 site plan, water tower option; construction eyed for 2025–26

The Suamico Village Board received a detailed update on the Well 5 water supply project, including a site layout, treatment requirements and a potential water tower location.
Director Smith introduced Craig Shue of Ayres, who said the village's test well exists on the parcel and that engineers laid out a preliminary 60-by-42 building footprint to accommodate treatment equipment. "We laid out a preliminary building and a Well 5 location for the permanent well," Shue said.
Shue said the project includes radium treatment with a backwash process and a metered waste tank, and that a water tower location is shown on the same site. He described the utility commission's current preference for a tower because it provides gravity-fed pressure and reduces dependence on backup pumping.
The consultant explained the schedule: Ayres plans a Public Service Commission authorization request and a DNR submission (with a June 30 DNR safe-drinking-water loan application deadline). Contractors for drilling have multi-month lead times; bidding could occur in 2025 with construction of the building and tower likely starting in late 2025 or in 2026 depending on DNR approvals and loan closing.
Trustees raised questions about tower sizing, cost escalation for electrical components (long lead times), and how to size the tower to avoid unnecessary expense for ratepayers. Shue said sizing and more detailed cost estimates will be developed during the design phase and included in the PSC application.
Next steps: finalize PSC and DNR submittals with village staff input, pursue funding through a Safe Drinking Water loan application, and prepare bid documents for a 2025 bidding schedule.
