Board approves flood‑plain amendment to preserve community‑rating discounts

Zoning Administrator Dunks told the board during a Dec. 16 public hearing that an audit of the village’s Community Rating System participation revealed one provision in the village’s flood-plain code (section 19.06, on nonconforming uses and mechanical elevations) was not consistent with CRS requirements. He said updating the code is a "minor change" but essential: "Failure to revise the code would result in removal of all those discounts," Dunks said, referring to the approximately 15% discount the village currently receives on flood insurance premiums through CRS.
Dunks explained that CRS requirements are above FEMA baseline standards and that much of the required language is already incorporated in Wisconsin code. The Planning and Zoning Commission recommended approval of the amendment. With no members of the public speaking at the hearing, the board closed the hearing and approved Ordinance 2024-15 (amending Chapter 19.06) by unanimous vote, 7-0.
Effect: The ordinance revision is intended to keep Suamico’s CRS status intact and preserve the approximately 15% discount for eligible policyholders. The village will forward the revised code language as required for CRS documentation.
