Suamico adopts 2025 water and sewer budgets; sewer rate rises 3%

Suamico’s Village Board adopted the 2025 water and sewer utility budgets on Dec. 16, approving a sewer usage rate increase of 3% and a set of fee updates to take effect Jan. 1, 2025.
Director Demony summarized the packet and PowerPoint presentation to the board. "For the water utility for '25, there is no projected rate increase," Demony said. He added that an early estimate shows a possible water rate increase for 2026 tied to construction costs for a new well and a water tower. For sewer, Demony said the board is proposing a 3% usage increase, raising the rate from $10.25 in 2024 to $10.56 per 1,000 gallons in 2025.
Director Demony provided operating projections: a projected net operating income for water of about $16,000 and an operating cash balance around $674,000 (meeting the village’s target), and a projected net operating income for sewer of about $211,000 with a projected operating cash balance around $1,450,000. He also noted ongoing work to move from impact fees to connection fees and that 2025 includes planning estimates for debt related to the water tower and well that would begin payments in 2026.
Trustee Romas moved to adopt Resolution 24017 approving the 2025 water and sewer budgets; Trustee Stevens seconded and the board approved the motion 7-0 by roll call. Resolution 24018, setting fees for 2025 village services, permits and property use, was also approved without additional comment.
Next steps: staff will implement the rate and fee changes effective Jan. 1, 2025, and continue planning and financing for the water tower and well projects.
