Balcones Heights EDC votes to pursue annexation study for 4626 Fredericksburg Road (Jack in the Box)

At its Feb. 13 meeting the Balcones Heights Economic Development Corporation voted unanimously to direct staff to pursue annexation of the property at 4626 Fredericksburg Road (the parcel that includes a Jack in the Box), with a caution that a cost-benefit analysis should be completed before any formal annexation is finalized.
The board member who proposed the measure said the city currently does not receive sales tax from that register because the business is on the San Antonio side of the line and argued annexation would allow Balcones Heights to collect those revenues. "That way, all of the sales tax from Jack in the Box of any other business being in that corner to come to Balcones Heights," the board member said.
Members asked staff to examine potential negative impacts: one member flagged possible added maintenance costs for streets and sidewalks near the highway, and staff noted Texas Department of Transportation manages some sidewalks and access roads on Fredericksburg Road and I-H 10, which may limit local maintenance obligations.
The board's motion authorized staff to bring the annexation proposal to the city council for consideration and to include an analysis of whether annexation would be cost-effective. No annexation ordinance was adopted at the Feb. 13 meeting.
