Westfield holds required public hearing on Phase 1 MS4 watershed inventory; report filed before Jan.1 deadline

Westfield officials opened a required public hearing Tuesday to present the town’s Phase 1 municipal separate storm sewer system (MS4) watershed inventory, a permit-driven report filed with the New Jersey Department of Environmental Protection.
Town staff and the engineer said the interim draft was completed with the assistance of consultant Remington & Vernick and was filed prior to the Jan. 1, 2026 regulatory deadline. The engineer said the work was partially funded by a $25,000 grant and that additional stormwater infrastructure data being compiled by town staff will be incorporated into subsequent drafts.
Officials noted the MS4 permit process requires semiannual public meetings and a phased submission schedule. Phase 2 of the watershed assessment is due on Jan. 1, 2027, and the Phase 3 watershed improvement plan is due Dec. 31, 2027, the engineer said. The town will consider comments from NJDEP and the public before finalizing the next versions of the report.
The public hearing was opened for comments; none were offered, and the hearing was closed. Attendees were directed to the town’s stormwater resource center on the municipal website for the report and for contact information for the assigned engineer, Terrence Voigt.
