Tipp City Council approves multiple ordinances, adopts 2025–29 CIP and OKs three-year pool contract

Tipp City Council on Nov. 4 approved a package of ordinances and two resolutions, including amendments to the city’s traffic and general-offenses codes, acceptance of subdivision infrastructure, adoption of the 2025–2029 Capital Improvement Plan and a three-year pool management contract.

City staff described the traffic-code amendment (Ordinance 26-24) as mainly updating definitions and adding provisions related to street racing; Mister Kessler sponsored the ordinance and the council adopted it by roll-call vote. A second ordinance (Ordinance 27-24) updates various general-offenses code sections to ensure compliance with state law; staff characterized those modifications as minor and the council voted to approve it.

Council also accepted public infrastructure for Fieldstone Place Subdivision Phase 5 (Ordinance 28-24), with the ordinance noting work is complete except for certain sidewalks and the final course of asphalt. All three ordinances were presented at second reading, had public hearings that drew no speakers, and were approved on the council’s roll-call votes.

The council adopted Resolution 44-24, the city’s 2025–2029 Capital Improvement Plan, which staff said had been submitted to council in September and reviewed at a public workshop; no public commenters spoke at the hearing. The resolution was adopted as required by the city charter.

Separately, council authorized Resolution 45-24 to allow the city manager to enter a contract with Swim Safe Pool Management (Loveland, Ohio) to operate the Tippecanoe Family Aquatic Center for 2025–2027 for a three-year total of $888,390. Staff (Mister Mack) said Swim Safe’s proposal was about $88,000 lower than the next-lowest bid. Council members expressed concern about the overall cost and noted the city will continue to review rates; the resolution passed after a roll-call vote.

What’s next: Several items were introduced on first reading (rezoning for 850 North Hyatt Street, repeal of the flex-buildings ordinance, the 2025 operating budget and companion appropriations ordinance, a new city inspector/project-manager position and pay/benefit schedule updates, and acceptance of Brooks Subdivision improvements). Public hearings or second readings and formal votes on those items are scheduled as part of the council’s normal ordinance cycle.
