Tipp City Council adopts 2025 budget, approves multiple ordinances and an appointment

The Tipp City Council approved its 2025 annual operating budget, companion appropriation ordinances and a package of other ordinances during its Nov. 18, 2024 meeting.
City staff presented the proposed operating budget, which they said covers all city funds and activities for 2025 and totals $55,000,126. “The city's operating budget provides a financial plan for all city funds and activities for the following year,” staff said. After a public hearing with no members of the public speaking, council adopted Ordinance 31 24 by roll call.
Council also approved a set of related ordinances by roll call. Among them: a rezoning ordinance affecting a parcel on North Hyatt Street (Ordinance 29 24), repeal of an earlier “flex buildings” ordinance (Ordinance 30 24), an ordinance to appropriate funds for fiscal year 2025 (Ordinance 32 24), and ordinances modifying Chapter 37 to add an inspector/project coordinator position and to set pay and benefit schedules for non‑bargaining employees (Ordinance 33.24). Council approved acceptance of most public improvements in the Brooks Subdivision while leaving certain sidewalks, the final asphalt course and punch‑list items outstanding (Ordinance 34 24). Several ordinances were described as companion legislation to the budget.
During discussion of pay and benefits, a councilmember cautioned that continuous 5% increases could be unsustainable over time and urged careful monitoring as the city implements the 5% adjustment that mirrors a recent FOP bargaining-unit increase.
Council also voted to appoint Sean Pointer to the Board of Zoning Appeals to fill an unexpired term through Dec. 31, 2026; the appointment passed by roll call. No citizen comments were offered on items not on the agenda.
Next procedural steps: the first-reading ordinance to amend 2024 appropriations was introduced and sponsored, but will return for later consideration; several ordinances introduced as first reading require no immediate action beyond placement on a future agenda.
