The Middletown Building Committee voted on Feb. 11 to recommend approval of supplemental design services from HMFH Architects totaling $530,705 to support renovations at Forest Avenue Elementary School.
Committee members were told the supplemental services will produce a Stage 3 application required to pursue RIDE reimbursement for the project. A committee member explained that securing the Stage 3 package is necessary to access the available reimbursement rate and that the work covered by HMFH includes restroom renovations, exterior window replacement, mechanical upgrades, installation of a new sprinkler system and fire service, lower‑level flooring with moisture mitigation, replacement of a noncompliant elevator, and targeted Americans with Disabilities Act (ADA) improvements.
"This is basically covering the scope needed for our Stage 3 application to get the full reimbursement," one committee member said during the discussion.
The committee moved to recommend approval of the supplemental services request and approved it on a voice vote. The recommendation will be transmitted to the Town Council for final action.
The owners’ representative also told the committee that the work is part of the larger capital program and that construction scheduling is being planned to allow the project to meet reimbursement deadlines. Committee members emphasized that the design work is intended to be bundled into a larger package so the town can maximize available reimbursements rather than submitting fragmented requests.
Next steps include finalizing contract language and logistics to ensure the Stage 3 deliverables align with RIDE requirements and preparing the item for the Town Council agenda.
