Summary
The zoning administrator conditionally approved a use permit for Greenville Brewing Company to operate a taproom at 924 Beech Street with specified hours and an Alcoholic Beverage Control license requirement; the decision is subject to a five‑day appeal period and standard operational conditions.
The City of San Rafael’s zoning administrator conditionally approved a use permit for Greenville Brewing Company to establish a craft‑brewery taproom at 924 Beech Street.
Planner Christina Estudio told the hearing the building is a two‑story mixed‑use structure with roughly 5,000 square feet on site, seven residences on the upper floor and a ground‑floor commercial space that previously operated as a taproom and bottle shop under an Alcoholic Beverage Control (ABC) license. The applicant proposes operating a taproom without on‑site food service, partnering with nearby restaurants for food, and using a duplicate ABC site license for alcohol service. Planner Estudio noted a streetery in front of the business measuring about 80 by 47 feet and said she received one neighbor comment on the application.
Staff read proposed hours as part of the conditions: Sunday through Wednesday 12 p.m. to 10 p.m., and Thursday through Saturday 12 p.m. to 12 a.m. (the applicant’s submitted narrative requested noon–12 a.m. on some nights; staff reflected those hours in the conditions). The zoning administrator stated that the operation must obtain the required ABC license before alcohol service begins and that any material changes to operations, including hours, would require additional review and possibly reopening the zoning hearing.
Applicant representative Jay (identifying himself as the building owner/operator) asked whether the ABC application process could proceed before the appeal period concluded. Staff said the city will coordinate notification to the ABC and that planner Christina Estudio would reach out to the city ABC contact (Tracy) to clarify sequencing and allow the applicant to proceed as appropriate. Staff also noted the streetery (outdoor seating/encroachment) is a separate process.
Nikenig conditionally approved the use permit with the stated conditions and read the appeal instructions: a five‑day appeal period for San Rafael residents with a $358 fee payable at City Hall by 5 p.m. on the stated deadline; the record contains two inconsistent non‑resident appeal deposit amounts ($5,190 and $5,119). Staff said that if no appeal is received by the deadline the permit would become effective on Aug. 14, after which a business license could be reviewed and approved.
The decision places standard conditions on hours, licensing and maintenance; staff will follow up with the applicant on ABC licensing logistics and any separate streetery permit requirements.
