The City of San Rafael approved a use permit for a rental-car business at 1345 Francisco Boulevard at the Feb. 13 zoning-administrator hearing, with a modification to the conditions to allow future flexibility in operating hours.
Rez, presenting on behalf of Assistant Planner Mikayla O'Brien, described the proposal: the business would occupy part of the existing building and include a customer-service office and indoor/outdoor parking for up to 21 rental vehicles. Rez said staffing would be five employees on site during operating hours and that the operator would limit work to light cleaning of vehicles; "No major repairs or mechanical work will be performed within the space," Rez said. He also stated the operating hours in the application as 9 a.m.–5 p.m., seven days a week.
Christina (Principal Planner) said she had no additional substantive questions but noted that the hours as written were "a little bit restrictive" and advised staff to work with Assistant Planner Mikayla O'Brien to amend conditions to give the operator flexibility to extend hours later without returning to a full review. The conditions of approval were amended to reflect that flexibility.
Christina approved the use-permit request "subject to the findings and conditions of approval with the discussed modification," and noted the decision is appealable within five business days. She also said the application will go into effect the next day if no appeal is filed.
The approval records the permit conditions (including the modified hours language) and the planning finding that the use meets municipal-code requirements. The record shows no public comments were submitted to planning staff before the hearing; city staff and the applicant discussed operational limits to maintenance and repair on the site.
