Oakland approves Kimley Horn scope to develop Tubbs Street vision and overlay district

Commissioners on March 11 approved a scope of services from Kimley Horn to develop a vision plan and an overlay district for the Tubbs Street corridor (State Road 50 to the West Orange Trail).
Brad Cornelius (Waytrim, town planner) introduced the project and said Kimley Horn will work through a visioning process then draft implementing text and map amendments to consolidate standards currently split between the comprehensive plan and the land development code. Katie McGruder of Kimley Horn described the scope as including a community workshop and conceptual designs, an overlay district (text and map amendments), coordination with civil engineering to generate implementable designs and a matrix of potential grant-funding opportunities. She said in-house grant specialists will prepare the funding matrix and the firm can assist with grant administration if the town chooses to pursue those options.
Funding and timeline questions: Commissioners asked whether the work is budgeted; staff said some funds are available in transportation impact fees and a catchall line item for studies; Parker confirmed the item is technically budgeted. Kimley Horn estimated that the full land-use and code amendments could extend into 2026 because future land-use map amendments require 6–8 months for the statutory process and coordination with county and state review.
Contract technicality: The town attorney noted the Kimley Horn contract in the packet lacked the town’s standard contract addendum and asked that approval be conditioned on adding the town’s standard addendum prior to execution; the commission approved the scope with that requested addendum.
What this means: The scope sets out a community-driven visioning and regulatory rewrite intended to simplify development standards along Tubbs Street and position the corridor for potential multimodal and green-infrastructure improvements. Staff will return with the amended contract for signature and will schedule the public workshops and transmission steps required for future land-use amendments.
