Adam Wason, the city’s Public Works Director, briefed the Bloomington Common Council on progress toward a citywide sidewalk and pedestrian facilities operations plan and on an ongoing, vendor‑driven data collection effort to map conditions across the network.
Wason said the vendor ICCIMS will deliver publicly accessible datasets, condition ratings and visuals by the end of the year after deploying a sidewalk surface tester (SST) — a motorized vehicle equipped with laser scanners, high‑resolution cameras and accelerometers — to survey every city sidewalk and sidepath. The data will be used to inform maintenance prioritization, potential payment‑plan programs for property owners, dynamic elderly/low‑income assistance, historic WPA sidewalk rehabilitation, and winter enforcement options.
Council members asked technical questions about how the data are collected, whether all neighborhoods are covered and how the city will distinguish maintenance versus new construction priorities. Wason said planning and other departments have mapped sidewalk gaps and that the Transportation Commission will act as a sounding board for the operations plan as staff develops recommendations and capital project lists.
Next steps: staff will share deliverables from the contracted data collection, work with the Transportation Commission on priorities, and return to council with budget and program recommendations.
