The council approved the consent calendar by motion and voice vote; one member recused themselves from CC7 because of a stated conflict of interest. A subsequent public hearing (PH1) was introduced by motion to adopt Resolution 26-051 (subparts a–c) and to introduce Ordinance 11-47; the motion was seconded and passed unanimously. At PH2, council staff counted ballots and reported four "no" votes; with that count the council stated it did not have the ability to move to adopt and the matter was closed. PH3 was opened and later adopted by motion and second, recorded as passing unanimously.
