Valdosta Mayor and Council on Feb. 5 approved a conditional‑use permit for a four‑story mixed‑use building at 111 West Hill Avenue, permitting 54 residential units above ground‑floor commercial and office space.
Planner Matt Martin presented the proposal and told council the project covers about 1.25 acres, includes roughly 93 dedicated parking spaces, and would stand about 54–55 feet tall. The residential floors (second through fourth) would have 18 units per floor for a total of 54 units; the Planning Commission recommended approval subject to two conditions: the residential portion be limited to dwelling units (no nonresidential uses), and residential bedrooms not exceed 80 in total. Planning staff also noted conditional‑use approval will expire two years after the approval date if no building permit has been obtained.
Applicant Daniel Bayman, who identified himself and his Quitman address, said the development will not operate as a hotel or short‑term rental and that the shortest lease will be 12 months. He said the development is intended for broad community access and is targeted toward young professionals; he provided projected rents during the hearing as presented ($14.50 for one‑bedroom and $2,100 for two‑bedroom as stated).
During council Q&A, members asked specifically whether units would be used for short‑term rentals; Bayman reiterated that the units are intended for long‑term residential leases. Councilmember Sandra moved to approve the request with the Planning Commission conditions; the motion was seconded and approved by show of hands.
Next steps: the conditional approval is effective with the stated two conditions and the two‑year expiration if no building permit is issued. If the applicant seeks changes to the site plan or a different mix of uses, those requests would return to the council or relevant review bodies.
