Board reviews budget outlook, debates referendum wording and affirms school-assignment option for 'The Triangle'

At the Feb. 10 workshop, district finance staff briefed the board on a favorable but uncertain budget outlook and discussed state funding calculations that underpin local planning.

Finance staff summarized the third calculation ("third calc") of the Florida Education Finance Program and said the district is "on track" to meet budget plans but will hold $2,000,000 in reserve while awaiting further state counts. The presenter described the state's rollback/clawback mechanism and how enrollment projections, family-empowerment scholarships and charter counts can produce swings in local funding.

Board members questioned the approach and asked whether the contingency remains necessary; finance staff reiterated the need to hold funds until later calculations and survey 5 reporting clarifies academic-acceleration percentages and other items.

On referendum language, board members and legal counsel discussed the tone of ballot wording. Several members expressed concern that the word "levy" could be perceived negatively by voters; legal counsel and staff agreed to remove the word from the draft language and to explicitly exclude charter schools from levy language.

Staff also presented an annual school-assignment review under policy 51.20 for an area the presentation called "The Triangle." The recommendation was to continue permitting students from part of East Elementary’s attendance zone the option to attend Sally Jones Elementary; capacity numbers showed no additional district cost.

The board adjourned after hearing the remaining items and thanked presenters for the workshop updates.
