The Saint Helena Planning Commission on Jan. 20 approved a tentative parcel map to subdivide two contiguous parcels on Sylvaner Avenue (file number referenced as TPN25002/TPM2500 in the staff presentation) to create three residential lots.
Senior Planner O'Neil told commissioners the combined area is approximately 1.78 acres and that the application proposes Lot 1 (vacant) at about 17,000 square feet, with the two existing residences to become Lots 2 and 3. The site is within the city's urban limit line and a high‑fire‑severity zone; staff noted that future development on the newly created lots would require additional discretionary review and any necessary CEQA analysis at the time of development.
Commissioners confirmed with staff and the applicant's engineer that both existing residences are served by city sewer and water (staff observed the staff report had indicated a private well/septic for one parcel, but that the engineer said both parcels are served by sewer). No public testimony was offered. A motion to adopt the staff resolution to approve the tentative parcel map was made, seconded and passed by roll call (Vice Chair Furdick — yes; Commissioner Covell — yes; Chair Warner — yes).
The approval includes the conditions of approval listed in the staff report; future development proposals would be reviewed separately.
