Planning commission approves modification of illuminated sign at 1321 Main Street

The Planning Commission on Jan. 20 approved a major sign permit to modify and enlarge an existing internally illuminated wall sign at 1321 Main Street, allowing replacement of the text and a modest expansion of the sign area.

Staff explained the proposal would replace the existing "OSC" lettering with "Oren Swift" and increase the text length from 73.5 inches to 94 inches while slightly reducing letter height. The letters themselves total about 7.8 square feet, neon rings add roughly 14.8 square feet, and the total sign area minus overlap is about 19.2 square feet. Staff noted the proposed mounting height (20.5 feet) slightly exceeds the 20-foot maximum and that the proposed text length on a 26-foot frontage equates to roughly 30% of the facade, exceeding the municipal code’s 15% width limit for wall signs under Saint Helena Municipal Code chapter 17.27. Staff recommended approval and applied the CEQA Guidelines section 15311 (Class 11) exemption for on-premise signs.

Commissioners questioned whether the 15% length limit in the graphic was a drafting error or an intentional policy (one commissioner suggested it might have been intended as 50%). Staff said they would consult the zoning-code consultant and follow up. Commissioners also discussed consistency with prior approvals: staff noted the existing sign was approved under a previous sign code in 2022 and the standards have since changed.

After discussion, a commissioner moved to approve the staff recommendation. The commission approved the permit by roll call (Vice Chair Furdick — yes; Commissioner Covell — yes; Chair Warner — yes). Staff said it would follow up with code cleanup and confirm the calculation and any typographical errors in the graphic.

No public testimony was offered at the hearing. Conditions of approval in the staff resolution apply to the permit.
