MPO approves UPWP and TIP amendments, confirms CAC appointments

The Punta Gorda Metropolitan Planning Organization handled routine but consequential administrative actions on Aug. 4, approving a Unified Planning Work Program (UPWP) amendment, a Transportation Improvement Program (TIP) roll‑forward, minutes, and Citizens Advisory Committee appointments.
Staff explained the UPWP amendment is a required, annual technical update to move unspent planning dollars from FY2024 into FY2025–26 so the MPO can use those funds for scheduled tasks. The amendment includes a combination of FHWA and FTA closeout funds, a $6,009.51 CPG amount referenced in the agenda, and $100,000 from Section 5307 transit funds to support a cost analysis of in‑house drivers versus contract services. Board members asked clarifying questions and, with no public comment, approved the amendment without opposition.
For the TIP roll‑forward, staff said projects that were programmed but not initiated or that have residual balances must be rolled forward into the next fiscal year to maintain eligibility and transparency. The board conducted a roll‑call vote; Commissioners and the council member present each answered “Aye” and the amendment passed unanimously.
The board also approved the minutes from the May 19, 2025 MPO meeting without discussion, and confirmed two Citizens Advisory Committee seats: Dr. Mary Ellen Kiss (South County) and Sam Besasi (West County), both approved by unanimous motion.
