Sandusky Commission adopts 2026 appropriations, approves contracts and authorizes emergency purchase after water-plant incident

The Sandusky City Commission on Jan. 26 adopted the city’s general appropriations ordinance for fiscal year 2026 and approved several related ordinances and resolutions, following routine roll-call votes.
Clerk Miss Myers presented an ordinance to make general appropriations for 2026; Commissioner Waddington moved adoption on its second reading as an emergency under Section 14 of the city charter. The motion passed on a roll-call vote and the ordinance was declared adopted.
The commission also approved an amendment to Ordinance 25‑268 to authorize the city manager to enter into a professional‑services agreement with K E McCartney & Associates (Mansfield, Ohio) for inspection services on the Cleveland Road Safety Improvement Project, and passed a resolution declaring the necessity to proceed with the 2026 local street resurfacing project and authorizing the city manager to advertise for bids.
Under personnel business the commission approved an ordinance authorizing an employment agreement between the city and John T. Orzech Jr. The vote was recorded by roll call.
City Manager John T. Orzech Jr. reported on a recent water‑plant intake problem that required emergency measures. He said the plant was operating on a combination of lake and bay water and that staff obtained emergency approval from the Ohio EPA to use Sheldon's Marsh intake as a temporary raw‑water source. Orzech reported he authorized an emergency rental contract with Allied Technical Services for $72,181.50 to secure rental equipment for a 28‑day period and asked the commission to formally authorize the emergency purchase; commissioners moved and approved that authorization during the meeting.
Orzech also announced the Building Division has launched the GovWell permitting system for new applications, highlighted the City Hall Gallery exhibit opening Feb. 5, reminded residents to complete the housing survey (deadline Jan. 30) and noted the Finance Department filing deadline for 2025 municipal income tax returns is April 15, 2026. He cited published annual notices required by the city codified ordinances (section 531.08 regarding noxious weeds and section 955.15 regarding curbside collection timing).
The consent agenda — including final costs and inspection services for West Monroe Street rehabilitation and resurfacing projects, sludge hauling for 2026 at Erie County Landfill, Welcome Home Ohio purchase/sale contracts, a GovWell software contract amendment, and disposal of unneeded items for fire and fleet maintenance — was adopted by motion and roll call.
President Vargo moved to appoint Michael Hensley and Christopher McKenzie to the Tree Commission; commissioners approved the appointments by roll call. Reappointments to various boards and commissions were also approved.
No formal challenges to the votes were recorded during the meeting; ordinances and the resolution were adopted with affirmative roll‑call votes as presented. The commission adjourned after public comment.
