Planning commission backs Target’s request to add distilled spirits and limited tastings at Gardena store

The Gardena Planning and Environmental Quality Commission voted unanimously to approve a requested amendment to Conditional Use Permit No. 9-04 and Environmental Assessment No. 13-25 that would allow the Target store at 2169 West Redondo Beach Boulevard to sell distilled spirits for off-site consumption and to hold limited on-site instructional tastings.
Assistant planner Kevin Law told the Commission the project is categorically exempt from the California Environmental Quality Act pursuant to CEQA Guidelines §15301 for existing facilities. Staff explained the store has an existing Type 20 license (beer and wine) approved in 2004 and is seeking an upgrade to ABC Type 21 (off-site sales including distilled spirits) and Type 86 (incidental instructional tastings). Staff described the proposed tasting program as limited: a roughly 40-square-foot enclosed tasting area, 1–2 participants at a time, tasting hours Saturdays and Sundays between 11 a.m. and 7 p.m., with a maximum duration of up to three hours per tasting event. Staff also noted local census-tract limits on off-site consumption licenses and recommended the resolution making findings and including conditions of approval.
Beth Abalafia, representing Target, said the retail chain has upgraded many California locations in recent years and that about 20 Target stores in California already have tasting licenses, with more in process. "We would like to be able to offer that same product mix to the customers of the Gardena store," Abalafia said. There were no public speakers on the item.
Commissioner Cohen moved to adopt Resolution PC-2-26 subject to conditions and to direct staff to file a notice of exemption; Commissioner Sherman seconded. The motion passed 3-0. The resolution and conditions attached to staff’s recommendation govern operational limits on tastings and require compliance with ABC and local code.
