Logan City Council ratifies Russ Holly as community development director; several appointments approved

Logan City Council on Jan. 20 ratified Russ Holly as the city’s new community development director and approved a slate of local board and commission appointments.

Mayor Anderson announced the retirement of long-serving employee Mike Desimone and presented Holly as the council’s choice to succeed him. Councilor (motioning) moved to ratify Holly and the motion was seconded and approved by voice vote.

The council also reappointed Sarah Dutre to the planning commission and appointed Craig Maude to a new term. ‘‘Thank you for coming,’’ council members told Maude during the meeting. The appointments were moved, seconded and approved by voice vote.

In other personnel actions, staff asked the council to approve Mark Anderson as Logan’s representative on the regional wastewater/treatment board formed under a 2017 interlocal agreement; the council moved and approved the appointment. Amber Spackman Jones was appointed to the Renewable Energy and Sustainability Advisory Board after a nomination from council and a voice vote in favor.

Why it matters: replacing a long-tenured community development director is a substantive personnel change for city planning and development oversight. The new director will oversee land-use review and implementation of planning decisions the council reviews and approves.

What’s next: the council approved these appointments by voice vote during the Jan. 20 meeting. New appointees will begin onboarding and planning-commission members should be ready for the next commission meeting scheduled on Feb. 1, according to council remarks.
