Anderson City Council unanimously approved a resolution certifying the former Sears property at Anderson Mall as an abandoned building site so the owner can pursue state income tax credit incentives for rehabilitation.
City staff said the owners purchased the Sears parcel and intend to bring a large retail tenant to the site; council discussion identified that Sears has been closed for several years and staff recommended certification so the owner could apply for state tax credits to support renovation. City attorney Frankie McClain explained the resolution and the rationale for certification.
Council asked staff for the prospective tenant’s name. Staff and a councilmember referenced a retailer they identified orally as "Rural King" (the transcript alternately transcribes the name as 'Rule King' or 'Rule'); staff said the buyer purchased the Sears parcel and that other mall parcels (Belk, JCPenney parcels) are separately owned. The resolution passed unanimously.
The certification allows the property owner to pursue state-level rehabilitation incentives; council did not attach conditions to the certification during the meeting.
