Planning Commission approves multiple subdivision plans and concept plans, adds tree-preservation condition for one project

At its Feb. 12 meeting, the Knoxville Knox County Planning Commission approved a series of subdivision concept and development plans and related variances, subject to the conditions recommended by staff and additional clarifications negotiated during public comment.
Key approvals included:
- Bradley on Bradley Lake Lane (Messana Investments): Alternative design standards, concept plan and development plan for up to 81 detached residential lots; applicant said the number of units was reduced from a previously approved 85-unit concept and will include road improvements and sewer extensions; the commission approved the alternative standards and both plans after staff confirmed engineering review.
- Clubhouse Villas (Mike Stevens Homes): Alternative design standards, concept and development plan for 15 residential units (one detached, 14 attached); applicant stated neighborhood outreach had occurred and commissioners approved the three motions after engineering review confirmed the design.
- Ball Homes — Buttermilk Road Subdivision: Two variances to reduce K-values at intersections, approval of alternative design standards, concept plan and development plan for up to 87 single-family lots; engineering indicated the alternative design was acceptable and motions passed.
- A PR-zoned subdivision (applicant Elite Construction) and other smaller plats were approved with standard conditions; one PR case prompted extended discussion about whether a 50-foot tree preservation buffer should be created as a separate common-area lot or recorded and protected on the final plat and in deed restrictions. Commissioners amended the staff condition so the 50-foot tree-preservation buffer be recorded on the final plat and protected by covenants and deed restrictions; the motion passed.
Public commenters raised concerns about traffic, well-water impacts and construction access on Bradley Lake Lane; the developer, Scott Davis, said he would extend road and sewer improvements and review potential utility access with KUB. Commissioners asked engineering to require traffic-control plans during construction and to verify that required buffers and setbacks be shown on plats rather than only in deeds so county staff can enforce them.
Several motions were recorded as passed; where numeric roll-call tallies were recorded in the transcript, the Simmons Farm concept plan and development plan passed 9–5, with five commissioners opposed on both votes.
