St. George City Council unanimously approved several land‑use and infrastructure items Tuesday, including an ordinance to allow a mixed‑use development off Pioneer Road, a zone change for a residential subdivision, a hillside development permit, and a state‑required wastewater planning report.
Council adopted ordinance 2025‑001 for a site including a 107‑room hotel, a 20,140‑square‑foot medical office and a 9,131‑square‑foot retail building near the Atkinsville Interchange, following a presentation that noted a revised site plan, added parking and a designated area for large vehicles. The council included staff‑recommended conditions, including signs restricting overnight parking in specified areas.
Council also approved an update to the moderate‑income housing plan element (ordinance 2025‑018) after a planning commission public hearing and a zone change to R‑E‑12.5 for approximately 9.3 acres (ordinance 2025‑019) to permit a future subdivision. Staff recommended coordinating access points with adjacent property owners to minimize curb cuts onto 3000 East.
A hillside review and staff recommended a ridgeline determination and conditions for Lot 123 of the Foremaster Ridge subdivision; council approved a hillside development permit with mitigation steps such as placing orange fencing at the ridgeline edge, basalt‑type rock for retaining walls, and guidance to retain walkout basement design where appropriate.
Public works staff presented the municipal wastewater planning program report for 2024, summarizing system additions (about 13.5 miles added this year), about 545 miles of collection lines maintained, an expanded treatment capacity of 25.2 million gallons per day with average flows near 12.65 million gpd, one minor Class 2 sanitary sewer overflow and roughly $80 million in anticipated capital projects over the next 5–10 years. The council adopted resolution 2025‑006R accepting the report.
