Staff described the proposed site plan, noting the project provides more parking than required (planner said the code requires 54 spaces and the proposal exceeds that by 23) and a queuing configuration that yields about 31 stacked spaces on the primary lane and up to about 60 cars if an extended double‑stack were used. The presenter said the design includes cross‑access with the neighboring Del Taco and that the applicant will use order‑takers to reduce spillover onto adjacent streets. Ordinance 2025‑024 approved a Valvoline oil‑change service and site plan on roughly 0.66 acres at the northeast corner of Dinosaur Crossing Drive and Mall Drive. Staff outlined an existing easement that influenced placement and described building elevations, landscaping plans and measures to mitigate flood‑related concerns. In response to a council question about oil storage near the river, staff explained that used oil is kept in sealed underground pits and periodically removed by recycling trucks; the applicant and staff said there are no direct drains from those storage pits to groundwater.
Ordinance 2025‑025 changed zoning on about 1.06 acres from R‑1‑10 to R‑1‑6 at the north end of 950 West Circle to allow the owner to combine lots and install a permanent in‑ground pool. Staff said the zone change is driven by lot‑line and plat requirements needed to accommodate the proposed pool; the council approved the change.
Ordinance 2025‑026 rezoned approximately 5.73 acres on 850 North (north of Costco and west of Sportsman’s Warehouse) from C‑3 to PDC to permit 76 individually owned "hobby garage" units, a clubhouse, and associated landscape and materials. Planner Brian said the Planning Commission recommended a vertical material variation as the preferred option, though the applicant said they could accommodate the city’s preference. Council members asked about overnight occupancy and enforcement; staff said the code requires management by an owners’ association and that code enforcement would address complaints.
